Státní ICT systémy musí být „opendata ready“. Teď jde o to, jak data využít

Z pohledu otevřených dat a veřejné správy byl rok 2015 přelomový. Velkou roli ale ještě sehraje legislativa, která se tvoří v roce letošním.

Začátkem dubna se v Hradci Králové konala největší IT konference s názvem Internet ve státní správě a samosprávě. Každoroční “jistotu” mezi konferencemi pro státní správu a samosprávu zdobila letos číslovka devatenáct.

Předminulý ročník ISSS navštívila tehdejší eurokomisařka Neelie Kroesová, která Čechům zdůraznila roli ICT, e-Governmentu a digitálních technologií pro hospodářský růst země a využití evropských zdrojů pro financování. 

Letošním nejvýznamnějším hostem byla také eurokomisařka, a to česká. Věra Jourová, komisařka pro spravedlnost, ochranu spotřebitelů a otázky rovnosti pohlaví, položila “hamletovskou otázku”: zda regulovat, či neregulovat internet.

Témata konference částečně reflektovala strategické závazky jednotlivých rezortů v oblasti ICT a e-Governmentu. Nechyběla tradiční zpráva o stavu e-Governmentu z úst předních zástupců Ministerstva vnitra ČR, problematika související s nařízením eiDAS, obecně elektronická identita, kybernetická bezpečnost, financování ICT atd. 

Podrobnější obsah konference lze vyčíst z hlavního programu a z prezentací řečníků, my se budeme věnovat otevřeným datům. Cenu ministra vnitra za dlouhodobý přínos k rozvoji e-Governmentu převzal od náměstka pro řízení sekce informačních a komunikačních systémů Jaroslava Strouhala dlouholetý Digitální šampion ČR Ondřej Felix. Náměstek ministra vnitra pak při své závěrečné řeči mluvil o Usnesení vlády 889/2015, které se velmi blízko dotýká otevřených dat. Co usnesení znamená v praxi pro otevřená data?

Postřeh první: Poprvé oficiální hashtag konference

V zahraničí, ale i v Česku se Twitter pravidelně používá pro sdílení postřehů a navázání kontaktů během konference. Pro organizátory mohou tweety účastníků posloužit jako dobrá zpětná vazba. Ač Hradec Králové hostil devatenáctý ročník, tak až letos organizátoři stanovili oficiální hashtag konference #issscz. 

Nejvíce se tweetovalo z úvodní dopolední “kavárenské diskuze” a následně kolem otevřených dat. Přestože IT akci s pravděpodobně nejvyšším věkovým průměrem navštívilo přes 2300 lidí, tak se tweetovalo jen málo.

Postřeh druhý: Usnesení vlády 889/2015 jako open data ready systém

Začátkem listopadu minulého roku schválila vláda Strategii rozvoje ICT služeb veřejné správy, která jasně definuje základní zásady postupu při čerpání finančních prostředků na ICT státu. Podrobněji o tom mluvil Petr Kuchař, ředitel odboru Hlavního architekta eGovernmentu ve svém dopoledním bloku. 

Usnesení Vlády 889/2015 je velkým milníkem pro ICT ve veřejné správě, podobně jako tomu bylo při schválení zákona 365/2000 Sb., o informačních systémech veřejné správy. Tato strategie nejenže definuje osm strategických cílů, ale současně k ním uvádí 28 konkrétních opatření k jejich dosažení. 

Otevřená data vymezuje Cíl 5: od izolovaných dat k propojeným a otevřeným datům VS a ke kvalifikovaným rozhodnutím vedoucím k vyšší efektivnosti služeb, který mimo jiné podporuje publikování dat veřejné správy formou tzv. “otevřených dat”. 

Strategie rozvoje ICT služeb zaručuje koordinaci Rady vlády pro informační společnost s útvarem hlavního architekta ministerstva vnitra. Tento útvar bude hrát do budoucna klíčovou roli v oblasti ICT veřejné správy. Schvaluje totiž ICT projekty státní správy, přičemž posuzuje, zda jsou vytvářeny v souladu s principy Národního architektonického plánu (NAP), který tak současně vytváří. 

Právě dodržování osmi principů NAP bude jedním ze základních kamenů pro nastartování konceptu otevřených dat v ČR. Pro schválení projektu odborem hlavního architekta musí žadatel splňovat osm kriterií: kromě dostupnosti, použitelnosti, důvěryhodnosti, bezpečnosti a dalších, i transparentnost. 

V praxi to znamená, že ICT projekty nad 6 milionů Kč musí být připraveny zveřejňovat svá data jako otevřená a propojená. Tento “opendata ready” model ICT systémů může výrazně nastartovat proces zpřístupňování otevřených dat. Argumenty některých institucí, že publikaci otevřených dat jejich IT systémy neumožňují, tak brzy opadnou.

Postřeh třetí: Národní koordinátor otevřených dat

Přednáškový sál byl v úterý ráno téměř zaplněn. Tomáš Kroupa z odboru hlavního architekta eGovernmentu (MV ČR) představil národního koordinátora otevřených dat (stal se jím autor tohoto článku), který bude mít na starosti implementaci otevřených dat v rámci daném strategickými dokumenty ČR. 

Shodou okolností byla přítomna i Sylvia Hortváthová z Národné agentury pre síeťové a elektronické služby (NASES), která jako datová kurátorka má stejný úkol na Slovensku.

V úvodu bloku se bilancovalo. Rok 2015 byl rokem otevřených dat, neboť ministerstvo vnitra po dlouhém čekání spustilo Národní katalog otevřených dat (NKOD) a vytvořilo metodiky publikace a katalogizace otevřených dat, dostupné jsou na portálu opendata.gov.cz.

V současnosti Národní katalog otevřených dat jako součást Portálu veřejné správy využívá třináct českých institucí, které v něm buď registrují svůj lokální katalog (ČTÚ, MF ČR, ČSSZ), nebo přímo katalogizují datové sady ze svých webů do Národního katalogu (MV ČR, NKÚ, ČSÚ, Moravskoslezský kraj, Kraj Vysočina, Bohumín, Děčín, ČOI atd). 

Poslední možností pro malé obce a organizace je poslat datové sady přímo do NKOD přes datovou schránku, tudíž NKOD plní i funkci úložiště. Výhodou pro menší úřady je, že si nemusí zakládat lokální katalog a úložiště. Veškerá komunikace s Národním katalogem probíhá přes datové schránky. 

V současnosti NKOD obsahuje přes 6400 datových sad. Tohle číslo je úctyhodné, nicméně přes 6250 datových sad katalogizoval Český úřad zeměměřičský a katastrální, což tvoří 6 % z jejich celkových 100 000. Mezi další velké poskytovatele dat patří Český telekomunikační úřad, Česká správa sociálního zabezpečení, Ministerstvo financí, město Bohumín, Ministerstvo vnitra, Nejvyšší kontrolní úřad a další.

Postřeh čtvrtý: Legislativa je v přípravě

Klíčovou roli pro otevřená data sehraje legislativa, která se projednává v rámci návrhu zákona o službách vytvářejících důvěru pro elektronické transakce a o změně některých zákonů (implementace nařízení eIDAS). V rámci něj dojde k úpravě zákona 106/1999 Sb., o svobodném přístupu k informacím. V něm je zakotvena definice otevřených dat a Národní katalog otevřených dat a centrálního místa systému otevřených dat v ČR.

Pokud úřad bude chtít publikovat otevřená data, tak musí být katalogizována v NKOD. Cílem je mít všechna otevřená data na jednom místě. Spolu s legislativou se připravuje i seznam významných datových sad pro nařízení vlády. Odbor hlavního architekta eGovernmentu v současnosti nabízí konzultace a pomoc při publikaci a katalogizaci otevřených dat.

Do budoucna se počítá i s úpravou NKOD do standardu DCAT-AP, který používá celoevropský datový portál. V tom mimochodem ČR díky datasetům z ČÚZK vede v počtu katalogizovaných datových sad. Tak to vypadá, že ČR je lídrem mezi evropskou osmadvacítkou, ale problém je v tom, že datové sady ČÚZK jsou jednotlivě po obcích.

Ve druhé části dopoledního bloku přišla řada na praktické ukázky. Jiří Peterka z Českého telekomunikačního úřadu představil projekt Netmetr, aplikaci měřící aktuální kvalitu mobilního připojení. ČTÚ je v oblasti otevřených dat velmi aktivní, neboť jak vlastní lokální open data katalog, tak i data z Netmetru publikují jako otevřená. Na konci dubna pořádá ČTÚ svůj první hackathon, zaměřený na Internet věcí. 

Zájem o praktické využití otevřených dat projevila Česká správa sociálního zabezpečení, která jako jediná v ČR publikuje a katalogizuje propojitelná otevřená data na úrovni pěti hvězdiček. “Bez podpory expertního týmu, stanovení útvaru odpovědného za realizaci a koordinaci mezi věcnými útvary by to nešlo,” řekl Jiří Šunka z ČSSZ. Právě zástupci České správy sociálního zabezpečení by sami uvítali, kdyby se více českých úřadů zapojilo do publikace propojitelných otevřených dat.

Postřeh pátý: Instituce chtějí praktické využití svých otevřených dat 

Ondřej Profant z pražské Pirátské strany prezentoval zkušenosti s pražským open data katalogem běžícím na technologii CKAN. Ze 153 datových sad v katalogu otevřených dat pražské metropole pochází 109 datových sad od Institutu plánování a rozvoje hl. města Prahy. Nově začal do pražského katalogu publikovat Dopravní podnik města Prahy a ROPID, TSP Praha.

Prvně jmenovaná organizace katalogizovala datové sady s jízdními řády (ve formátu GFTS), změny v dopravě, mimořádné události, souhrnné informace, (formou RSS). ROPID přispěl tarifními pásmy a vstupy Pražské integrované dopravy, které ale na svých stránkách publikuje i již zmiňovaný Institut plánování a rozvoje hl. města Prahy. 

První vlaštovky z řad městských částí patří Praze 6, Praze 5 a Praze 8. Zejména Praha 8 nabízí pestrou paletu datových sad, např. seznam mateřských školek, sportovišť, rybářských povolenek, veřejných toalet, seznam hmotného majetku atd. Je velká škoda, že zejména městské firmy nezveřejňují větší množství datasetů a celý pražský katalog není zaregistrován v NKOD, což bude časem povinné.

Zaplněný Přednáškový sál ukázal, že otevřená data přitahují pozornost úředníků i odborné veřejnosti. Mezi institucemi veřejné správy je velký zájem o hackathony nad jejich daty, což pro ně ale znamená odbourat bariéru v komunikaci s veřejností, získat zajímavé partnery a zaujmout komunitu vývojářů. Je to nelehký úkol, ale důležitý pro úspěch akce. Na příkladu Prahy je vidět, že instituce postupně zveřejňují otevřená data ve svých lokálních katalozích, ale stále chybí jejich katalogizace v NKOD. 

Z pohledu veřejné správy byl rok 2015 přelomový, velkou roli ale ještě sehraje legislativa, která se tvoří v tomto roce. Jedna z velkých fází tvorby ekosystému otevřených dat tedy finišuje. Další, ještě důležitější, tj. využívání otevřených dat veřejné správy, teprve přijde. Ale to už bude hozená rukavice pro uživatele těchto dat z řad veřejnosti, soukromého, akademického či neziskového sektoru.
